高科技社会衍生“人为风险”,西方发达高科技国家倡导新型风险沟通,而后发场域由于系统落差,呈现出迟滞型风险沟通。通过构建全球化高科技风险社会、全球本地化风险沟通的新分析框架,发现高科技社会我国风险沟通面临着风险的社会放大、气泡结构、路径互动阙如、手段叠加、目标战略缺失、过程碎片化等迟滞困境。通过创新理念、吸纳型风险沟通、复合式路径、平衡化手段、连续统、政府学习和政府职能的“七位一体”再造,可有效重塑高科技社会我国风险沟通,推进国家风险治理体系和治理能力现代化。 相似文献

战术面向服务架构(TSOA)是实现战术云平台服务基础设施的重要支撑概念。由于战术环境的复杂性,目前对TSOA实施过程中面临问题和相关实现技术的总结还较少。为此,开展了针对TSOA的概念以及相关技术的研究。首先,从战术环境下的TSOA架构需求背景出发,介绍了TSOA架构的组成以及适应性特征;然后,通过分析战术环境下设备和网络等多方面存在的限制性因素,明确实施TSOA架构所面临的挑战以及需要解决的关键问题,并对实现过程中涉及的服务发现、消息传输机制、网络状态自适应等相关技术进行归纳;最后,对国内外的相关研究工作进行总结,期望对推动TSOA架构的具体实施提供一定参考。 相似文献

This paper critically examines the ‘asset transfer’ of leisure services from the public to the voluntary sector. Asset transfer might be theorised as ‘austerity localism’, in which volunteers are obliged to fill the gaps left by retreating public provision, or as ‘progressive localism’, which represents new opportunities through the localism and Big Society agendas to develop more locally responsive, cooperative and mutualist visions. In this way, asset transfer might overcome the limitations of the United Kingdom policies in which ‘Big Government’ is replaced by civic society. Drawing on qualitative interviews with key personnel (volunteers, managers and local authority officers) at 12 leisure facilities, a grounded assessment of the nuanced balance between ‘austerity localism’ and ‘progressive localism’ is provided, including three observations. First, the main impetus for transfer was cuts in local authority budgets which stimulated the emergence of local groups of volunteers. Secondly, the transfers themselves required interaction between local government and the volunteer groups; however, the nature of the relationship and support given varied and support was limited by austerity measures. Thirdly, volunteers do not automatically fill a gap left by the state: without support transfer viability relies on the financial and social capital among volunteer groups, and this is unevenly distributed. These findings suggest that the capacity for a ‘progressive localism’ to emerge through asset transfer is limited. However, where transfer has occurred, there are some progressive benefits of volunteer empowerment and a more flexible service. 相似文献

AbstractDevelopment strategies followed by many countries in the 20th century bestowed a relevant role to the State. During the 1970s, it all reversed, and free markets became paramount to efficiency. F. von Hayek and the Mount Pelerin Society led the way to eliminate the State as a significant economic player, while P.T. Bauer extended such ideas to development economics, which would eventually give way to the Washington Consensus. Beyond actual results of such policies, it is surprising to see the appeal of Bauer’s theoretical approach, considering that it is constructed disregarding both empirical evidence, as well as the abundant discussion on development that was taking place contemporarily. [目的]确立与主体功能区定位相协调的乡村发展类型与乡村政策,是促进城乡融合、乡村振兴的重要措施。[方法]以湖北省县域为空间单元,构建乡村性评价指标体系,并基于三次产业的产值结构,划分县域的乡村发展类型。[结果](1)2016年湖北省县域乡村性指数相对较高,乡村性呈现出东低西高的空间分布格局。乡村发展类型可划分为农业主导型、工业主导型、商旅服务型和均衡发展型,分别占县域总数的25.29%、16.1%、10.71%和48.28%。(2)重点开发区的乡村类型以工业主导型和商旅服务型为主,乡村类型主要是城镇化和工业化带动,市场、资本推动力和农民的自主选择突出;农产品主产区和重点生态功能区的乡村类型均以农业主导型和均衡发展型为主,不同的是农产品主产区的农业自然和生产条件优越、农耕文化根植,农业政策扶植,乡村类型是由农业现代化和产业化推动;重点生态功能区乡村类型受资源环境约束、经济基础及行政干预的推动。[结论]三大主体功能区下的乡村类型及驱动机制存在差异,并提出不同乡村振兴发展的政策建议。 相似文献

Background: Biologic treatments have enhanced the treatment outcomes of patients with active ankylosing spondylitis (AS). Until recently, TNF-alpha-inhibitors have been the only biologics approved for the treatment of active AS. The objective of this study was to assess the potential financial impact of the first non-TNF-alpha biologic secukinumab (fully human IL-17A-inhibitor) vs adalimumab (TNF-alpha-inhibitor) in the treatment of AS in Finland.Materials and methods: In this model-based budget impact analysis, patients were treated either with secukinumab (150?mg) or adalimumab (40?mg). The number of patients and market share of different biologics were based on national reimbursement registry data. Adalimumab was the most commonly used biologic treatment for AS, and in the base case analysis all adalimumab patients are assumed to switch to secukinumab. Response rates were based on a matching-adjusted indirect comparison between secukinumab and adalimumab. Patients not achieving response were switched to another biologic treatment.Results: Treating AS patients with secukinumab instead of adalimumab leads to potential savings of 18.2 million euros within a 5-year time period. The total costs within the follow-up time were 59.5 million euros and 77.7 million euros with and without secukinumab, respectively. According to sensitivity analyses, a higher adoption rate of secukinumab corresponds to higher potential savings.Conclusions: Secukinumab is a cost-saving treatment option compared with adalimumab in the treatment of AS in Finland. More patients could be treated with a biologic by allocating resources more efficiently. 相似文献

[目的]厕所既是一个国家和地区发展水准和文明程度的体现,也与人民群众的健康息息相关。随着我国农村人居环境整治力度的不断加强,农村改厕新技术新产品不断涌现,加强其市场化研究可为建立农村改厕新技术新产品市场化机制、打赢“厕所革命”攻坚战提供决策参考。[方法]文章基于农村改厕新技术新产品区域适用性分析与各地农村改厕工作推进情况,结合实地调研形成的判断。[结果]我国农村改厕存在政府支持政策体系不完善、新技术新产品研发推广市场导向不足、行业缺乏规范和农户参与意识薄弱等主要问题。[结论]破除农村改厕新技术新产品市场化困境,需要科学合理加大资金支持、搭建新技术新产品市场化平台、构建政产学研协作推进机制、加强农村改厕的规范化管理、鼓励多种形式的社会化服务、加大宣传培训促进市场推广,多措并举建立市场化机制。 相似文献
